Jay Parmar

Chief Executive

Jay has a 30-year career in international leadership, spanning diverse industries such as gas, water, automotive and finance. Since 2019, he has served as the Chief Executive of the JIB and Electrotechnical Certification Scheme, responsible for certifying over 175,000 skilled workers. Those in this industry play a pivotal role in electrification including EV charging points, solar PV and nuclear power. They contribute significantly to the global shift away from fossil fuels in a safe and competent manner.

He serves as a non-executive for a number of organisations with a focus on competence, skills development, and building safety. He holds the position of Chair for the CSCS Alliance, a group representing the interests of 2 million skilled workers in the construction and built environment. He is a member of the Industry Competence Committee, serving as an advisor to the Building Safety Regulator.

Jay’s deep passion for promoting safety, competence, and employment standards is integral to the JIB’s core purpose.

Andy Reakes

Chief Operating Officer 

Andy’s role is focused on the strategic development of the JIB with particular regard to the Electrotechnical Certification Scheme (ECS). Andy is experienced in a number of core areas with operational oversight and strategic influence in business development, industrial relations, marketing, charity administration, investigating malpractice, data protection and intellectual property rights.

Andy sits as Secretary to the JIB Skills Development Fund Committee and the ECS Steering Committee and is part of various groups relating to competence and skills across the sector.

Roger Horne

Head of Membership

Roger joined the JIB from his previous position as Head of Business Development and Membership Services at the Employment Related Services Association.

Alongside his wide-ranging membership recruitment and retention experience, Roger has a significant business development track record of over 20 years in the employment and skills sector including tendering for public sector funded contracts and partnership working with social housing and devolved authorities.

Roger is responsible for all aspects of JIB member recruitment and retention, including developing membership marketing activities. 

Louisa Weinstein

Head of Industrial Relations

Louisa joined the JIB in November 2024, bringing a wealth of expertise from her distinguished career as a solicitor, mediator, and thought leader in conflict resolution.

Louisa is the founder of The Conflict Resolution Centre and the author of The 7 Principles of Conflict Resolution. She is renowned for her practical but innovative approaches, including the development of early resolution schemes and in-person and AI-driven coaching models.

When she’s away from the office, Louisa enjoys spending time with her family, cooking and exploring the arts, including theatre, concerts and galleries.

Passionate about supporting commercial and individual success in a positive and productive workplace, Louisa is committed to supporting good industry practices and promoting fairness, collaboration, and excellence within the electrotechnical sector, ensuring it meets the challenges of workforce demand, skills development, and evolving industry needs.

Daniel Emilov

Employment Relations Manager

Daniel Joined the JIB in 2024, having previously worked as a HR & ER Officer at the Goldsmiths’ Company in the City of London.

He has excelled across a range of sectors, leveraging his legal background and expertise in people management, now supporting the JIB in advancing fair employment standards.

Outside of work, Daniel enjoys travelling and reading, finding inspiration in new places and perspectives.

Daniel values integrity, fairness, and collaboration in the workplace, striving to make a positive industry impact while continually enhancing his expertise in employment relations.

Kerry Holmes

Marketing and Communication Manager

Kerry joined the JIB in October 2023. She brings experience of delivering strategic marketing and targeted communications for professional membership organisations, most recently at the Society of Operations Engineers. She has also led creative teams within higher education and B2B publishing.

Her role includes creating engaging content and implementing campaigns to promote the JIB and the Electrotechnical Certification Scheme (ECS).

Louise Dray

Business Support Manager

Louise joined the JIB in September 2024 as the Business Support Manager, after previously working as the Personal Assistant to the Managing Director of a building contractor in Maidstone.

With considerable experience, Louise specialises in streamlining systems and processes and managing client contracts and relationships.

Outside of the office, Louise enjoys spending quality time with her family and seeking out new destinations for her next holiday.

Louise enjoys taking on new challenges and expanding her skill set. She aims to continuously learn and develop her professional growth with the JIB and wants to feel as though she is making a meaningful difference in the process.

Rebecca Webster

Business Support

Rebecca joined the JIB in April 2011. With 14 years commitment to the JIB, she is a dedicated member of the team, helping to support Louise with routine tasks related to company memberships, essential administration and communication with JIB preferred and registered Training Providers.

Currently, Rebecca is coordinating with Louise and the wider team to support the upcoming refurbishment of the JIB office which is due to take place in Spring 2025.

Laurelle Daniels

Finance Manager

Laurelle joined the JIB in December 2024, deciding to pursue a new challenge closer to home after having previously served as a Management Accountant in London.

Laurelle brings with her, 20 years of experience in the financial sector, including nine years specifically in accounting.
